WATER:

This schedule is available to all domestic, commercial and industrial water services, subject to all City regulations and policies including those contained in Chapter 21 and 32 of the City Code and under the various applicable provisions contained hereunder. This schedule is applicable to all water supplied to customer premises at one point of delivery through one water meter. The volume of water flow and pressure at the point of delivery, location of the meter, minimum specifications for connections and all other technical requirements shall be in accordance with the City's practices and procedures.

PAYMENTS
Bills are due and payable within 18 days from the "billed" date as shown on the bill.  If any bill is not so paid, the City has the right to suspend service in accordance with its service regulations.

 

  

RE-USE WATER:

 

This schedule is available to all domestic, commercial and industrial re-use water services utilized for irrigation purposes and non irrigation (process water) purposes, subject to all City regulations and policies including those contained in Chapter 38 and 44 of the City Code and under the various applicable provisions contained hereunder.  This schedule is applicable to all water supplied to customer premises at one point of delivery through one water meter or other approved metering device.  The volume of water flow and pressure at the point of delivery, location of the meter, minimum specifications for connections, and all other technical requirements shall be in accordance with the City's practices and procedures.  Application shall be subject to compliance with North Carolina laws and regulations, specially but not limited to, NCAC T15A:02H.0200.

FOR IRRIGATION PURPOSES INSIDE CITY LIMITS

WASTEWATER:

This schedule is available to all domestic, commercial and industrial sewer services, subject to all City regulations and policies including those contained in Chapter 31 and 32 of the City Code and under the various applicable provisions contained hereunder. This schedule is applicable to all sewer collected from the customer premises whether or not the same is metered.  All users shall participate in the Users Charge/Industrial Cost Recovery (UC/ICR) provisions as applicable, pursuant to Federal Regulation 40 CFR Sections 35.925-11, 35.925-12, 39.928, and Appendix B, and as approved by the United States Environmental Protection Agency. The volume of sewer flow, location of any meters, minimum specifications for connections, and all other technical requirements shall be in accordance with the City's practices and procedures.

BASIC SERVICE:

The sewer rental hereby imposed shall be a monthly charge based upon the volume of water supplied for the then current calendar month or such less period as may be covered by the water bill to such premises.  The rate of charge shall be calculated at ninety percent (90%) of the water consumption by volume times $5.29 per 100 cf.  Such rate of charge shall be subject to change by the City Council from time to time.

An additional charge equal to one hundred percent (100%) of the monthly sewer rental determined above shall be added to the monthly charge for outside customers as an availability charge.

CAPACITY CHARGE:

In addition to the monthly sewer charge set forth above, there shall also be assessed against every customer a monthly capacity charge based upon the size of each meter serving customer's premises.  The monthly capacity charge until changed by City Council, shall be the monthly charge for sewer service and shall be as follows:

MONTHLY SURCHARGE

 

 

 

The monthly sewage charges described above are the base volume and capacity charges for the discharge of domestic waste into the City's wastewater treatment system.  In addition to these charges, all persons discharging industrial waste into the City's sanitary sewer system shall be rendered a monthly bill as a surcharge representing the entire cost incurred by the City to treat all waste containing pollutants whose quantity or quality is in excess of the level normally found in domestic waste as set forth in Section 32-55 of the City Code.  The monthly surcharges are as follows:

$0.1085 per lb - BOD (Biochemical Oxygen Demand)
$0.1524 per lb - SS (Suspended Solids)
$0.9490 per lb - TKN (Ammonia Nitrogen or Total Kjeldahl Nitrogen)
$2.9300 per 100 cf - Volume Loading (Black Creek)
$2.7400 per 100 cf - Volume Loading (Sims)

SPECIAL SERVICE CHARGE

In addition to all the wastewater charges and fees as set forth above, there shall be assessed the following charge against all industrial users required to be monitored:
