The City of Wilson has received funding for capital projects from several one-time sources. The American Rescue Plan Act of 2021 was approved by Congress in spring 2021 to help address impacts from the COVID-19 pandemic. ARPA funds were authorized for specific types of projects related to minimizing the impacts of COVID-19 and making investments in infrastructure such as water, sewer, and broadband. Specific funding amounts were determined in the legislation, and the City of Wilson was provided $15,762,456.88. The 2023 federal budget also included $16 million in appropriations for certain city projects as recommended by U.S. Rep. G.K. Butterfield shortly before he left office. Additionally, city staff frequently apply for competitive grant funding for capital projects. Most recently, the city was awarded $3.2 million for stormwater improvements along Hominy Creek.
Most of these projects have strict guidelines and record-keeping requirements. Many of these projects include a Request For Quotation (RFQ) process with a corresponding timeline for bid posting and bid opening. In most cases, staff will be working on the project for many months before work begins on the site.
