Almost all interior and exterior work requires a building permit before construction begins. If you perform work without a permit, you may be ordered to stop work and/or pay a $100 fee for beginning work without a permit.

Review Process and Timing

Construction Standards reviews Residential Construction plans in the order in which they are received.  Please submit two sets of residential plans per project.  When submitting several plans for review, please specify if there is an order of priority for reviewing plans.

Residential Construction Plans will be reviewed by a Trade Inspector.  Our goal is to review all plans within three working days of receipt.  Contact the Permit Desk at (252) 399-2220 for information about the assignment of any specific set of plans.

Building Permit Expiration

All job sites must obtain their first inspection within six months of permit issuance and at least one inspection per year to keep the permit valid.  Inspection requests must be scheduled before an inspector will visit.

The Inspection Division will issue Certificates of Occupancy for completed projects once all appropriate inspections have been passed.

To change the occupancy of a Commercial Building, contact the Permit Desk at (252) 399-2220 - Option 1 then 3, to speak with an Inspector. The building may have to be brought up to code depending on the new use of the building.
