Plan Review Fee
- $75 per Disturbed Acre for all sites disturbing greater than 1 acre
- Single family home construction disturbing less than 1 acre has no plan review
Land Disturbance Fee
- $75 per Disturbed Acre for all sites disturbing greater than 1 acre
- $75 flat rate for all single family home construction less than 1 acre
TOTAL FEES (Plan Review Fee + Land Disturbance Fee):
$150 per Disturbed Acre greater than one acre
$75 for single family construction disturbing less than one acre
As of April 1, 2020, the State of North Carolina adopted updated Neuse Nutrient Rules. In response, local governments were required to submit updated local programs, including proposed ordinance changes. The City’s program was approved for adoption in January 2024. As development continues in Wilson, additional built-upon area increases stormwater runoff and nutrient loadings which may have detrimental effects downstream by causing increased risk of algal blooms; potentially harming aquatic life. Stormwater control measures help to mitigate these increased loads, thus protecting water quality.
Summary of changes to Chapter 12 of the Unified Development Ordinance are as follows:
- Beginning July 1, 2024, required use of NCDEQ released SNAP Tool for stormwater nutrient compliance calculations throughout the City of Wilson. The current version of the tool can be found on the DEQ Nutrient Practices and Crediting website under Stormwater Nutrient Accounting Tools. Stormwater control measure (SCM) designs are required to use the current NCDEQ Stormwater Design Manual, which includes the Minimum Design Criteria (MDCs).
- Existing development (pre-2001) are to be excluded from the calculation, rather than using the apportioning method.
- For sites with over 24% Built Upon Area (BUA), a primary SCM is required on-site before off-site credits can be purchased.
- Plans actively under TRC review as of 5pm on June 30, 2024, will be reviewed under the previous calculation methods.
